Bob Dent has been awarded the
"2002 Ed
Nowicki Lifetime Achievement Award" from the American Society for Law Enforcement Training. The
award recognizes and honors individuals with leadership and
motivational skills who have dedicated their lives to law enforcement
training and who have had a significant and positive impact on our nations
Law Enforcement Community. Mr. Dent was selected from a
field of 7000 trainers in 42 countries and is only the third recipient of this
prestigious award.

BEND, Ore. (USA) -- When a police officer anywhere in
the world is killed in the line of duty, Oregon State Police
Senior Trooper Bob Dent mourns along with his fellow officers-then
does something about the death.
Dent, a Bend-based trooper with
the Oregon State Police, has seen his share of friends and fellow
officers fall to bullets fired by criminals.
Some of those officers died because
they didn't understand or speak the same language of the suspects.
They could not communicate nor were they aware of any warning
signs in conversations or body language signals ("Red Flags")
between the suspects and their accomplices.
His determination to prevent
or decrease the number of officer deaths has resulted in field
manuals for public safety officers that has gained him national
and international recognition.
He has recently released two
language manuals. The first titled "The Complete Spanish
Field Reference Manual for Public Safety Professionals (6th
Edition) and the second titled "The Multi-Lingual Field
Manual for Public Safety Professionals (First Edition). The
latter containing eleven languages to include Russian, Korean,
Cambodian, Vietnamese, Chinese, Japanese, French, Italian, German
and Hungarian with the culture "tips" for each ethnic
group.
"My motivation in producing
the manuals was sparked by the number of on-duty assaults and
murders of fellow police officers," Dent said. "There
was a need for some basic, concise, easy-to-use- tool incorporating
foreign phrases most often used in a variety of circumstances
to effectively communicate with varied ethnic groups. "The
manuals are designed for use by several types of public safety
professionals working in the field to provide realistic communication
while enhancing the officer's safety. The manuals also contain
the cultural "Do's and Don'ts" that will promote the
officer's ability to elicit voluntary cooperation.
The increasing number of international
travelers, improved global communications, and an increase in
international crime have made reliance on Dent's manuals a necessity
for public safety officials as well as for businessmen, foreign
visitors, immigrants with language difficulties, and emergency
service personnel.
Translations for the multi-lingual
manual were provided by the World Trade Center School of Languages
- Portland, Oregon. Dent admits, however, that it is nearly impossible
to translate all of the dialects, slang and colloquialisms that
officers may encounter in the field.
"The manuals don't eliminate
the need for a fluent translator, but fills a need for anyone
who has to communicate on a very basic level," Dent said.
"They will often be used under life-threatening conditions,
where waiting even a few minutes for a translator or interpreter
could cost a life."
Dent in addition to his Bend,
Oregon based company has formed a non-profit foundation, the
Constable Public Safety Memorial Foundation, Inc., to
assist families of law enforcement officers killed in the line
of duty, including assisting wives and children to grief-counseling
sessions in Washington, D.C.
"I have been a police officer
for over 29 years," Dent said. "Early in my career
I was ambushed and seriously injured. I came to realize that
experience is the greatest of teachers, but the lessons achieved
on that path are sudden and harsh, and sometimes fatal. I have
seen too many police officers needlessly lose their lives because
of inadequate training. That's where my manuals serve a real
purpose."

a charity fund raiser. Bugliosi wrote "Helter Skelter"
and is the former L.A. prosecutor who convicted Charles Manson
and his infamous family. He has written several best selling
books including his latest release: "Outrage - The Five
Reasons O.J. Simpson Got Away With Murder." Considered
to have been one of the finest prosecuting attorneys our nation
has ever produced, Bugliosi appeared recently to discuss the
O.J. Simpson murder trial and answer questions on other high
profile cases including the Manson case and the assassination
of John F. Kennedy. (Mr. Bugliosi donated all proceeds ($16,000)
to the Constable Public Safety Memorial Foundation, Inc., a non-profit
tax-exempt organization that helps families of slain law enforcement
officers.)

a police officer or resisted arrest, pay for Mr. Bugliosi's air
fare to the presentation.)
